Second, he didn't do well at the Compensation and Pension (Comp and Pen) exam, which the VA does as part of the claims approval process. Now, let's talk about the statement. The statement needs to be very clear-cut and matter-of-fact. Just state the facts. For example, you can mention that you were in the country at a specific time and place when a certain incident happened to you. Describe how you were injured in a particular way.
